The name syrticola is not correct, as much as I can tell.
'Oakes' Evening Primrose'
This selection grows 3 to 4 feet (4 ft = 1.22 m) tall and produces tall spikes of good sized yellow flowers. Most likely this is O. oakesiana and is a native of north eastern north America were it grows all around the Great Lakes and down the Atlantic seaboard. This species tends to be a biennial and is considered rare or threatened in a few of the states of its natural range.
